Government Funded Programs
New funding arrangements for 2014
The Australian Education Act 2013, which provides for a new funding model for schools, comes into effect on 1 January 2014.
Under the new funding model, most Australian Government Targeted Programs and National Partnerships will cease at the end of 2013.
From 2014, schools with students requiring additional support will receive Commonwealth Government funding directly under the new Better Schools Plan.
The Better Schools funding model includes loadings for low socio-economic status students; Aboriginal and Torres Strait Islander students; students with limited English language proficiency; and students with disability; school size and school location.

Student with Disabilities
The Commonwealth loading for students with disabilities for 2014 will be based on the number of verified students with disability at each school. This loading will be paid directly to schools.
ISQ will continue to provide its verification services in this area until the implementation of revised verification processes has been completed over the next three years.
Students in Queensland schools will continue to be verified through the Education Adjustment Process until the new model is in place.
State Government Targeted Programs
The continuation of a number of State Government Targeted Programs in 2014 will be dependent on whether or not the Queensland Government joins the Better Schools Plan. Current State Government programs include:
- State Special Education Program
- Flexible Learning Services
- Children in the Care of the State
- Indigenous Education Support Structures
ISQ will keep schools informed on the arrangements for State Targeted Programs in 2014 as information becomes available.
Continuing support for independent schools
ISQ will also be continuing its role in supporting independent schools with the implementation of services and programs including:
- Continuing Commonwealth Government initiatives
- Services and activities under National Partnership Rewards
- Support, services and activities to support independent schools to implement the National Plan for School Improvement
